Commuter and Off-Campus Student Association
– Constitution –

(Revised March 2012)

Name of Organization
Commuter and Off Campus Student Association hereafter referred to as CAOS.

Purpose of Organization
To represent the needs and interests that are unique to commuter and off campus students at La Salle University. To promote strong relations between the commuter and off campus population and the La Salle University community through examining and understanding cultural diversity, special interests, and unique backgrounds of individuals and groups within the community.

– To foster communication among commuter and off campus students, resident students, faculty, and administration.
– To ensure that all members of the La Salle community, regardless of their status, have equal opportunity to participate in all university sponsored organizations and events.
– To sponsor activities that will encourage commuter and off campus student involvement on campus.
– To ensure that commuter and off campus students are given equal opportunity to fully participate in the college experience, academically, socially, and spiritually.

Membership and participation is open to all full and part-time students of the undergraduate program and will not be denied based on race, color, religion, national origin, sex, age, sexual orientation, or handicap or disability.
Any student who wishes to join CAOS must submit his/her name to the advisor or any current member of CAOS. To become a voting member the applicant must attend two consecutive meetings. The applicant’s name shall then be submitted to the Executive Board for approval as a voting member. Once the Executive Board has approves the application, the applicant is accepted as a general member with full voting privileges.
Any general member missing three unexcused meetings in a given semester will automatically loose their voting power. Upon a 2/3 vote of the Executive Board, the general member may also be excused from CAOS completely. Members who are ill or who have a legitimate excuse for missing a meeting will not be penalized. The Executive Board will decide upon the legitimacy of the excuse.

Duties and Responsibilities of General Members and Officers

  1. Abide by the Constitution of CAOS.
  2. Regularly attend all E-board and General meetings.
  3. Participate actively in all aspects of CAOS.
  4. Fulfill all other duties and responsibilities that fall under your E-board position.

Executive Board


The following office shall be open for nomination:
– President
– Vice President
– Secretary
– Treasurer
– Publicity Director
– Programming Coordinator

1. Officers may either be nominated by a general member or by self-nomination, at which time the candidate will announce his/her platform.
2. Nominations shall be held at the last general member meeting in the month of February.

1. Elections will be held at the last general member meeting in the month of March.
2. Elections shall be conducted by secret ballot, which will be tabulated by the advisor.
3. The nominee who receives the majority votes cast for the specific office he/she is running for shall obtain Executive Board status.
4. No person shall hold more than one elected office position at any one time.

Term of Office:
1. Term of office shall be for the entire academic year following nomination.
2. An officer may be re-elected for the same position the following year.
Duties and Responsibilities of Executive Board Officers


  1. To preside over all meetings of CAOS.
  2. To formulate a written agenda for all CAOS meetings.
  3. To enforce the CAOS constitution.
  4. To be the official liaison with school officials and other organizations by attending POINT meetings, Board of Trustees Dinner, other organization’s events, etc.
  5. In the absence of the President and the Vice President, to appoint an acting chairperson.
  6. To keep, update, review, and sign off monthly on the Binder containing all of CAOS’ information and materials provided by E-board members.
  7. Mandatory attendance at all CAOS meetings and events.

Vice President:

  1. To assume the duties of the President in his/her absence.
  2. Assisting the President in making executive decisions.
  3. Communicates with other organizations and departments about partnership and sponsorship of events.
  4. To maintain the general membership via recruitment at various events such as the Activities Fair.
  5. Attending Commuter Connector meetings and events to make announcements on the behalf of CAOS and represent the organization to new commuter students.
  6. Mandatory attendance at all CAOS meetings and events.


  1. To take minutes at all CAOS E-board and General meetings and maintain a record of all minutes in the Binder.
  2. To provide all members of CAOS with copies of minutes from CAOS meetings upon request.
  3. To keep an accurate record of attendance of general members and officers within the Binder.
  4. To notify members who failing to fulfill membership requirements and to present names to the Executive Board for further consideration.
  5. To maintain an updated CAOS general membership list within the Binder. This list is to include name, addresses, email addresses, and phone numbers.
  6. To create and keep a calendar listing all CAOS events which is to be updated each month.
  7. Mandatory attendance at all CAOS meetings and events.


  1. To be in charge of CAOS finances and expenses.
  2. Maintaining an accurate record of all of CAOS finances and expenses by updating the budget at the end of every month.
  3. To have a virtual and print copy of the budget within the Binder.
  4. Completing the Final Budget to be turned in for approval at the end of the year.
  5. To attend bi-monthly Funding Board Meetings; currently held every other Thursday from 12:30-2:00.
  6. Mandatory attendance at all CAOS meetings and events.

Publicity Director:

  1. To promote and advertise all CAOS activities and events via print and social media (Twitter, Facebook, school website).
  2. To update and maintain the bulletin board in the Commuter Lounge every month.
  3. Taking pictures at all CAOS events and uploading them to our Twitter, Facebook, the Portal, etc.
  4. Mandatory attendance at all CAOS meetings and events.

Program Coordinator

  1. To coordinate all CAOS events and activities via the programming checklist.
  2. Mandatory attendance at all CAOS meetings and events.

CAOS meetings are to be held bi-monthly. The meetings are scheduled for the 1st and 3rd Tuesday of each month.

Amendment of Constitution
Any general member of CAOS may propose an amendment to this constitution. For the constitution to be ratified it must receive a 2/3 majority vote from the voting members of CAOS. If the proposed amendment is not approved, the amendment may be proposed again for approval a maximum of one (1) other time in the course of the same semester. Once passed, the amendment goes into effect immediately.

A 2/3 majority of the voting members of CSA must be assembled at general meetings for business to be conducted.
